Dear Sir or Madam,

Currently,i worked for a non-profit organization using a cap-exempt H1b. It starts from 2010, and will end in 2013.

Currently, I have a chance to get a job offer from a private company.
Is it possible for me to transfer my cap-exempt H1b to cap-subject directly?

Or I have to fill a new cap-subject H1b on April,1 first, and start the new work on Oct, 1?

I read lots of articles about this issue on-line, someone say it is possible based on a 2007 AC-21 memo, someone say it is impossible.
Could you tell me which one is correct?
