Author’s Note: Following the significant forward movement of Chart B for EB-5 investment immigration applications, our firm has recently received nearly 200 fee payment notices from the U.S. National Visa Center (NVC)—and we are still receiving new notices! It should be noted that these notices are issued only to EB-5 principal applicants, with no corresponding notices sent to accompanying family members (spouses and minor children). Our paralegals are in the process of notifying each of these clients individually. We have also fielded inquiries from EB-5 applicants who are not represented by our firm. It is evident that many EB-5 investors—especially those where parents are the principal applicants—are experiencing a mix of emotions right now (excitement, confusion, anxiety, anticipation, etc.). To help readers understand the next steps after receiving an NVC fee payment notice, we are reprinting the official notification that our paralegals sent to all EB-5 clients of our firm:
Dear EB-5 Client,
If you have received your NVC fee bill, please note that this notice is for the payment of your immigrant visa application fee.
Scenario 1: No Accompanying Family Members
If you do not have any family members (spouse and/or minor children) applying for immigrant visas with you, and you are the sole applicant:

You may pay the $345 fee immediately via the official portal: https://ceac.state.gov/IV/Login.aspx.

After successful payment, be sure to save proof of payment (e.g., take a screenshot or photo).
Scenario 2: With Accompanying Family Members
If you have family members (spouse and/or minor children) applying for immigrant visas with you, but you have not yet received fee bills for them from the NVC:

DO NOT pay your individual fee bill at this time.

Please notify us immediately and submit the following documents based on your specific situation:
For Adding a Spouse to Your Application

Notarized marriage certificate issued by a Chinese Notary Public Office;

Copy of the photo page of your spouse’s passport.
For Adding Minor Children to Your Application

Notarized birth certificate for each child, issued by a Chinese Notary Public Office;

Copy of the photo page of each child’s passport.
Submission Instructions:
Upon receiving your documents, we will contact the NVC to request fee bills for your derivative applicants. Please wait to make payment until you have received fee notices for all family members, then pay all fees together.
