Attorney Jeff Z.Q. Xie is the founder and managing attorney of Xie Law Offices, LLC. He earned his LL.B. and LL.M. from China University of Political Science and Law and was among the first doctoral students in Procedural Law in China. In 1989, he came to the United States under the China–U.S. joint doctoral training program, later receiving a Master’s degree in Criminal Justice and Criminology from the University of Missouri and a Juris Doctor (J.D.) from Georgia State University College of Law.
In the 1990s, Attorney Xie served as legal counsel for the Georgia Department of Corrections. On June 8, 2000, he founded Xie Law Offices in Atlanta and has since devoted himself full-time to U.S. immigration law. Over the past 25 years, he has represented tens of thousands of clients from all 50 states and around the world, including individuals, research institutions, universities, corporations, and multinational companies.
Attorney Xie was appointed “Special Assistant Attorney General” by the Georgia Attorney General’s Office, responsible for work visas and employment-based immigration cases for multiple public universities in Georgia. His practice spans nearly all immigration categories, including EB-1, NIW, PERM, H-1B, L-1, O-1, family-based immigration, F-1/OPT matters, green card interviews, and complex RFE, NOID, and AAO appeal cases. Known for his integrity, professionalism, efficiency, transparent fees, and responsive communication, he has built an excellent reputation within the Chinese-American community nationwide.
In late 2006, Attorney Xie expanded his practice into EB-5 investment immigration, becoming one of the earliest Chinese attorneys in the United States to focus on this area. In 2010, he founded the Georgia Regional Center, LLC, which received official USCIS approval in 2011. Under his leadership, multiple EB-5-compliant commercial projects were successfully developed in Atlanta, creating jobs and helping numerous investors secure U.S. permanent residency.
In addition to immigration law, Attorney Xie has extensive experience in commercial real estate projects and private equity ventures, giving him a deep understanding of business operations and cross-border planning. He is highly knowledgeable about U.S. immigration policy trends and uniquely attuned to the cultural and practical needs of international clients, particularly Chinese-speaking clients.
Attorney Xie is also dedicated to legal education and community outreach. He regularly hosts free community seminars on visa, green card, investment, and compliance topics, helping new immigrants navigate life in the United States.

Attorney Jiarui Yin

Attorney Jiarui Yin is a Partner at Xie Law Offices and has been practicing immigration law since 2014. She holds a Bachelor’s degree from Sichuan International Studies University, a Master’s degree from New York University (NYU), and a Juris Doctor (J.D.) from New York Law School—giving her a strong academic foundation in both language and law.
With over a decade of experience, Attorney Yin has handled a wide range of non-immigrant work visas and employment-based green card cases. She is well-versed in H-1B, L-1, O-1, E visas, TN visas, and has successfully assisted hundreds of corporate and individual clients in obtaining legal work authorization.
In employment-based immigration, she focuses on both employer-sponsored categories (EB-1B, EB-2 PERM, EB-3) and self-petitioned talent categories (EB-1A, NIW). Attorney Qian Zhao

Attorney Qian Zhao is a Partner Attorney at Xie Law Offices with more than 15 years of experience in U.S. immigration law. She earned her LL.M. from Emory University School of Law and her LL.B. from Jilin University in China, and she also holds the Chinese legal professional qualification.
She began her career handling a high volume of H-1B, L-1, and PERM-based employment immigration cases. Her meticulous approach and strong command of immigration regulations have helped countless professionals, executives, engineers, and international students successfully secure visas and adjust their status.
In recent years, Attorney Zhao has shifted her focus toward high-skilled immigration categories, including EB-1A (Extraordinary Ability), EB-1B (Outstanding Researcher), NIW (National Interest Waiver), and EB-5 investment immigration. She has represented clients from Mainland China, Hong Kong SAR, Taiwan, and other regions, covering fields such as scientific research, engineering, medicine, business, finance, design, media, and sports.

Attorney Haochun Ling is a licensed New York attorney and a member of the American Bar Association (ABA). Prior to her legal training in the United States, she earned a Master’s degree in Taxation from Shanghai University of Finance and Economics and a Bachelor’s degree in Economics from Capital University of Economics and Business.
